In 2010, as the youngest ever Santa Clara County (SCC) Human Relations Commissioner, The Cost of Courage author Kelly Estes spearheaded the Veterans Proactive Assistance Task Force. 

The task force is made up of representatives from the community including the District Attorney, Law Enforcement, Medical professionals, Veteran’s Services, Veteran Family Support Organizations and SCC Executives.

It serves to understand and assess the effectiveness of programs currently in place and make recommendation(s) to the SCC Board of Supervisors as to improvements necessary to ensure proper use of already approved funding relative to veterans support programs with emphasis upon those programs dealing with PTSD.

It proactively attempts to prevent PTSD related crime in the interest of protecting the citizens of SCC while preserving the rights of those who have served the nation.
